We saw movement early this year that promised that non-Sony devices would be eligible to qualify for the Play Station Certified branding that enables devices such as the Xperia Play and the rest of the Xperia phones to play games developed in the Playstation Suite and Sony has used their E3 presentation to announce that the Playstation Suite SDK is now known as PlayStation Mobile and the first Non-Sony devices to be Play Station Certified are the HTC One Series : X, S and V(no mention of the XL).

HTC sees the opportunity that having Playstation Certified devices offers to their customers with Chief Product Officer, Kouji Kodera saying :

HTC is focused on delivering innovative mobile experiences for people everywhere and SCE’s immersive world of gaming will bring compelling entertainment to HTC One customers across the globe.

The ability to play Playstation titles on your Android device without resorting to emulators etc to get it running is pretty attractive as some of the emulators can be difficult to get working so this is a welcome step, now to see which other manufacturers jump on board to be Playstation Certified and also if this will push the number of Playstation titles appearing in the Play Store.
